I did a cross post of your blog this morning... was gonna shoot you an email but cannot find your address on your page...
I believe that Delaney would have to either (1) die or (2) move out of the district in order for the D's to fill the ballot. I don't know the date for sure but there is a point in the summer when a resignation just leaves the ballot empty.

Kurt - I think that is later in the summer. At this point ballot vacancies can I believe be filled by either County Chairs or PC's.
